State Rep. Mainline Cain represents House District 17 in the Ohio House of Representatives. She was elected in 1988 and is currently serving her third term. Her district includes all of the city of Lakewood and much of the West Side of Cleveland, including the Cudell area in which she was born and raised.
Madeline A. Cain
Cain authored and introduced H.B. 729, which expands Ohio's hate crime law to include the intimidation of persons because of gender, sexual orientation, or mental, physical, or sensory handicap. The bill is currently pending in House Judicial and Criminal Justice Committee. Cain plans to re-introduce it in January of 1995.
State Rep. Cain has always been a supporter of increased funding for AIDS, participating this year with other rain-drenched walkers at the AIDS Walk at Edgewater Park. She is also actively working on measures to increase the nursing home industry's awareness of the special needs of people with AIDS.
Richard L. Norris (D) ★ C.J. Prentiss (I) Domonic M. Rini (R)
"People with AIDS are living longer," she commented, "which means there will be a greater need for skilled nursing in the future." Prior to election to the Ohio House Cain served as government liaison for the Cuyahoga County Commissioners and as Clerk of Council and legislative aide for Lakewood City Council.
As a legislator, Rep. Cain has been particularly dedicated to human service issues and has consistently fought on behalf of women and children. During her three terms, Rep. Cain has seen much of her legislation enacted into law, including bills dealing with Sudden Infant Death Syndrome, residential opportunities for mentally retarded adults, child safety in day camps, and school accessibility for physically challenged children.
Most recently, Cain authored Ohio's anti-stalking law which provides victims of stalking legal protection from their stalkers before an act of violence occurs. Cain serves as vicechair for the House Aging and Housing Committee and as a member of the House Finance and Appropriations Committee. In addition, she serves on the Judiciary, Children and Youth and Local Government Committees.
A former teacher, Cain holds a master's degree in Public Administration from Cleveland State University and a B.A. in English from Ursuline College. She is very active in her community, serving as a member of the board of Malachi House, a home for terminally ill homeless persons, the Lakewood Chamber of Commerce, Lakewood Business and Professional Women, Cudell Improvement Inc., the West Boulevard Neighborhood Association, Leadership Cleveland, the Citizens League, the City Club, and the Democratic Party Executive Committee.
